I received two responses to my question.  I used the extension called points and polylines (found in ESRI's ArcScripts page.  This did exactly what I was looking for.  Below are both responses.  Thanks to Fernando Regal Gastelumendi and Ianko for their help

Original Question:

I am having trouble with a GIS task.  I am trying to split my road centerline shapefile into segements.  I have the road centerline file and intersection point shapefile.  i was hoping this is all i would need.  so if i have a street that has 2 intersections then i would like 3 road segments returned.   Is there a simple way of doing this.  or does a script exist.  any help would be greatly appreciated.  will sum

What you need is an extension named Point and Polyline Tools, you can
download it from the esri web page, I'm sure this will solve your problem.

You can try EditTools extension. It has split with theme function that
splits a polyline theme with another (point, polyline or polygon) theme. In
the case of splitting with point you have to input search tolerance. For
